The Nordic picture: PPWR in Sweden, Norway, Denmark and Finland

The regulation is the same across the EU, but registers, fees, authorities and penalties are national. Sweden, Denmark and Finland had their rules ready for 12 August 2026. Norway doesn't apply PPWR yet. A country-by-country guide for the pallet trade.

A regulation applies directly, so PPWR's requirements are the same in Malmö and Tampere. What each country decides is everything around it:

  • who supervises;

  • where producers register and report;

  • how producer responsibility organisations (PROs) are run;

  • the penalties;

  • for wood packaging, often the fees.

Here is where the four Nordic countries stood in October 2026.

Sweden

National rules in force since 12 August 2026. The government amended four ordinances to fit PPWR (Naturvårdsverket, national rules, July 2026). The main one is the packaging ordinance (2022:1274), amended by SFS 2026:1462:

  • Swedish definitions of packaging, producer and reuse system now point to PPWR's.

  • Producers register with Naturvårdsverket and report by 31 March each year. The first report under the new definition, covering 12 August to 31 December 2026, is due by 31 March 2027.

  • Companies that became producers only through the new definition must join an approved PRO. Today those are NPA and TMR.

  • New for reuse systems: the operator of a reuse system must notify Naturvårdsverket of the system and the packaging that rotates in it, and report every year. Systems that existed before must notify again (Naturvårdsverket, reuse systems).

  • Declarations of conformity for the Swedish market must be in Swedish or English.

Naturvårdsverket, Läkemedelsverket and Kemikalieinspektionen are the market surveillance authorities.

The big change for pallet makers. Before August 2026, the producer of a pallet in Sweden was mainly whoever filled it with goods. Now PPWR's definition applies. For transport packaging, the producer is the maker, importer or distributor that first makes the packaging available in Sweden (Naturvårdsverket, packaging producer). Skogsindustrierna, the Swedish forest industries' federation, concludes that producer responsibility now falls on the wood packaging makers rather than their customers (Skogsindustrierna, consultation response, 1 April 2026).

Fees. NPA's 2026 fees for wood packaging in commercial use are SEK 2.50 per kg for single-use and SEK 0.05 per kg for wood in a reuse system (NPA fee list, valid from 1 January 2026). We have not checked whether they changed after August.

What's coming.

  • Naturvårdsverket has proposed a new ordinance to replace the current one. It includes environmental sanction fees of SEK 10,000 for breaches of the Article 29 reuse duties (Naturvårdsverket, report 2, 20 November 2025).

  • A bill, prop. 2025/26:270, is planned to take effect on 1 January 2027 (Government bill). We haven't confirmed the Riksdag vote.

  • Proposals on wood packaging are due by 1 December 2026. Naturvårdsverket says it lacks figures on wood packaging placed on the market, collected or recycled. One reason it gives is that repairers have no reporting duty today.

The industry's asks. Skogsindustrierna says:

  • about 80% of wood packaging made in Sweden is reusable;

  • fees should count only pallets that become waste in Sweden, because many are exported;

  • someone needs to settle who notifies an open pool such as the EUR pallet exchange, where there is no operator.

Norway

PPWR doesn't apply in Norway yet. Miljødirektoratet has assessed it as EEA-relevant (Miljødirektoratet, packaging guide), but it still has to be taken into the EEA Agreement and into Norwegian law (KPMG Norway, 16 October 2026). In May 2026 Miljødirektoratet said Norway would not manage it by 12 August (Grønt Punkt Norge, 27 May 2026). On 19 September 2026 it sent the ministry a proposal for a new packaging regulation, which will go to public consultation (Miljødirektoratet, 19 September 2026). No start date has been confirmed.

Until then, the current rules apply. Under chapter 7 of the waste regulation (avfallsforskriften), makers and sellers of wooden pallets, and importers of goods on wooden pallets, must join a PRO for wood packaging, whatever their volume (Miljødirektoratet, producer guidance). Treretur is the wood scheme. Norwegian exporters must meet PPWR in the EU countries they sell to now.

Denmark

Producer responsibility for packaging since 1 October 2025. Executive order BEK 1146/2025 set up the register at Dansk Producentansvar (BEK nr. 1146 of 29 September 2025):

  • producers register before placing packaging on the market;

  • producers of reusable packaging report each year by 1 June;

  • anyone putting reusable packaging into circulation keeps data on numbers, materials and weight.

A bill with Denmark's complementary rules, and new executive orders, were consulted on in January–April 2026 for 12 August 2026 (Høringsportalen). Miljøstyrelsen publishes the PPWR guidance and enforces the product requirements (Miljøstyrelsen). We haven't confirmed the final law and order numbers.

The Danish wood and furniture industry (TMI, part of DI) expected price increases of 20–25% on wooden pallets and boxes from producer responsibility. It also criticised having to collect export data from customers to get fees refunded (TMI, 8 August 2025).

Finland

Waste Act amended from 12 August 2026. Act 648/2026 (government bill HE 82/2026) splits supervision three ways (Edilex, Act 648/2026; Environment Committee report YmVM 9/2026):

  • Tukes supervises packaging requirements;

  • the Finnish Food Authority supervises certain requirements;

  • the Licensing and Supervisory Agency (LVV) supervises reuse systems and the reuse targets (Arts. 27, 29–31), alongside producer responsibility, which it took over from Pirkanmaa ELY Centre on 1 January 2026.

Finland chose to add no national rules beyond what PPWR requires. Under Finland's packaging decree, repaired wood packaging may count towards the wood recycling targets.

Finland already has a shared rulebook for wooden pallets, the FI-2020 wood packaging system: pallet centres, repairers and makers with charging options and balance accounts (FI-2020, PALTA, May 2025).

Nordic pools and reuse systems

  • Svenska Retursystem is owned by the Swedish grocery trade. In 2025 it sent out 198 million crates, 10.7 million full pallets and 3.3 million half pallets, and says PPWR is in line with its business idea (SRS sustainability report 2025).

  • Retursystem Byggpall runs pallet returns for building materials in Sweden.

  • Carrier-run EUR pallet exchange (PÖS) keeps pallet accounts for domestic shipments.

  • Rental pooling operates across the region.

  • Norway: the grocery trade has its own load-carrier pool.

  • Finland: the FI-2020 system above.

Under Swedish rules, each system with an operator now has to notify itself to Naturvårdsverket as a reuse system.

What it means in practice

The national layer adds reporting, not only rules:

  • in Sweden, by 31 March;

  • in Denmark, by 1 June;

  • in Finland, to LVV;

  • in Norway, under the current wood scheme until the new regulation arrives.

Each report starts from the same facts: how many units of which packaging went to whom, and inside which system. A company trading pallets across the Nordic countries faces four registers and four calendars on top of the EU reuse targets.

Resupply was built in Sweden, around the packaging agreements companies hold with each counterparty:

  • deliveries and returns are captured on a phone at the dock, with the waybill read from a photo;

  • balances are kept per counterparty and site;

  • deviations become claims;

  • sorting and reconditioning are logged as handlings.

Resupply is building PPWR reporting on top of that record: reuse status, reuse shares per counterparty and site, and exports for national reports.

General information, not legal advice. National rules are moving quickly; check the current version with the authority in each country.
