PPWR brings an EU-wide definition of packaging producer, the role that carries producer responsibility: registration, reporting and fees. In this recorded session from April 2026, Naturvårdsverket goes through the new definition and what it means for the companies it covers (Naturvårdsverket on YouTube, 28 April 2026). The session is in Swedish.

For transport packaging the Commission's guidance looks at the empty packaging (Commission Notice C/2026/3084):

  • unbranded pallets: usually their maker;

  • branded pallets: usually the brand owner or filler;

  • pallets supplied to a business in another Member State: the receiving business is the producer there.

Pallet makers, importers of goods on pallets, and logistics firms that unpack and repack imports should all check where they fall.

A tip while you watch: EPR reporting is a count per Member State and year. If your pallet flows are already recorded per counterparty and site, as they are in Resupply, that count is a query rather than a project. Ask Resupply for a short proposal (in Swedish) on what applies to you.
